As directed in your Minute dated 10. 1 on C. 0. D.

No. 500 I have the honour to submit the following report explain-

ing the application of Postmaster General Hastings to be granted

three assistant Marine Officers. These Officers were asked' for in

the Postmaster General's letter No.145 of the 15th. November, 1999

(0.8.0. 2848),

It would appear that in some way this application

was misunderstood, for the Secretary of Mate was pleased to

convey his approval to the appointment of "one additional Marine

Officer and two Stampers" only. I would here beg' leave to refer

you to my minute dated the 28 8. 00.—— C.Q.D. 850- when the

above information was conveyed to me. I then stated "Before: en-

gaging the additional clerk and the two stampers authorised ORE !

Secretary of State'a despatch, I "would like to point out that

when the Postmaster General (Captain Hastings) in para @ of his

letter No. 145 of the 15th. November 1899 "-(C.S.0. 2048). asked

for these men, he did so taking it for granted that his recoMMERI-

would be dation of the 10th. November, 1809- C. S. 0. "2750 granted, and it certainly was not with the intentia "of qbali-

fying his then application for these Assistant Marine Officers "This can be seen by a reference to paralo of the above letter

which "was in the following words, "Bach Marine Officer should

have his Assistant and tro stampers."
